Le Aree Interne rappresentano una parte ampia del Paese – circa tre quinti del territorio e poco meno di un quarto della popolazione – assai diversificata al proprio interno, distante da grandi centri di agglomerazione e di servizio e con traiettorie di sviluppo instabili ma tuttavia dotata di risorse che mancano alle aree centrali, con problemi demografici ma anche fortemente policentrica e con forte potenziale di attrazione.
L'Italia nel Piano Nazionale di Riforma (PNR) ha adottato una Strategia per contrastare la caduta demografica e rilanciare lo sviluppo e i servizi di queste aree attraverso fondi ordinari della Legge di Stabilità e i fondi comunitari.

The "Upper Carnia" is a mountainous area, occupied by the reliefs of the Carnic Alps, along whose main ridge, north, runs the border with Austria, from the reliefs of the Carnic Precipices that delimit, to the south the river Tagliamento basin, and the
dolomitic reliefs of the Left Piave.
The main roads lead along the valleys of the Tagliamento (state road "Carnica" 52 bis that passes from the Mauria Pass to the Cadore Center), Degano (state "Carnica" 52 connecting the area to Comelico and the Puster Valley) and But (state road "Carnica" 52 bis leading to the border crossing with Austria of the Passo di Monte Croce Carnico).
The bottom valley settlements are located in an altimetric range of between 400 and 600 meters above sea level; the most peripheral centers, between 650 and 1,400 meters (Sauris, the only town with a capital situated over 1,000 meters above sea level). Noteworthy is, in any case, the altitude that characterizes all the communal territories which include in their own villages and villages at different rates: for example, Forni Avoltri has the capitals at 888 meters but fractions at 1.118 (Sigilletto) and 1.246 (Collina ); Arta Terme, the capital of 442 meters but districts over 700 (Cabia, Lovea) and 900 (Rivalpo). Acclivity in general is remarkable, with rapid passages of the altimetric dimensions.
